The first thing I'd do is have a blood test to determine her TSH levels.
If she's hypothyroid, then you want a doc to correct this.
If she uses T3 (cytomel) on her own, I'd start with 12.5 mg/day. She's going to need to keep her protein intake up, and workout. T3 will simply raise her metabolic rate, and you don't want her to lose muscle by just taking excess T3 without training and protein to help conserve lean body mass.
All in all, I'd recommend not doing this. She can probably achieve the fat loss she desires with aerobic first thing in the morning before eating anything, using lots of green tea, eating low-glycemic carbs, and working out with weights 3-4 times weekly. It'll be a bit slower perhaps, but much healthier. Even using T3, you don't want someone her size losing more than a pound or so a week average, and you want that loss to be fat. 100 mg/day is way too much!
