There is great evidence that lower estrogen leads to more test. Even nicotine (mild AI properties) has been shown to increase test. Also, clomid doesn't lower estrogen thats not even the pathway that it works by. The author of this obviously doesn't know head from ass.

If you read what you quoted a little more carefully you'll see that he writes "even if clomid did lower estrogen..." I'm not an expert on this but searching for all information I can find on the subject and I have found a lot that confirms what he's writing about for example FSH and LH. Right now I'm uncertain how to handle my next pct or if I'll even do one at all since I'll use moderate doses of AAS in my next cycle.
There's is so much mixed information out there if you dig deep into the subject.
