BP is very individual, not as much to do with dosage, as with stuff like - water retention/bloat, amount of estrogen, overall bodyweight, electrolyte balance, thickthess or blood, heart health, food choices etc.
From my personal experience, when I was bulking and carrying extra kg's of water/food (was running a some other compounds besides test as well), my BP went up signficantly and I needed to start using some BP medicine.
Also, I noteiced that if you ramp up your bodyweight very fast, all the other organs must work harder than usual to support in, which can result in many problems, including elevated BP; once your body gets used to the new weight and once you drop down to cruise/TRT dose, BP will also go down (not always, but generally speaking).
