Bitcoin issue

Can ANYBODY help me with bitcoin?! I’m new to it. I have cash app and it will only allow me to buy $1 worth at a time. I called my bank and they said it wasn’t them declining the purchases. The app just says it’s unable to make the purchase. Every damn time. I was wanting to purchase over $2,000 worth. I’ve looked at other sites and they charge a lot extra for the transaction. Is that normal? If there’s a link, video, or if someone can just dumb it down for me to help I’d appreciate it. Thanks in advance.
