I would contact one of the dietitians here. Let me tell you, if you went all out from the very beginning (i.e. cutting carbs drastically, and adding 30-45 min of cardio everyday), it is very evident as to why you have stalled out... Many people underestimate the bodies ability to maintain homeostasis. If you have done what I mentioned about and you are indeed 13%, I would look at either taking a light break for a couple of weeks on the cardio (1-3 x a week instead) and perhaps adding in your carbs once again.
If you do not do this, you will most likely to add in another cardio session, increase the intensity of your cardio session (be cautious of this on low carbs), or start adjusting macros. To me, if you are at 450 g of protein with little to no carbs, I would add in more calories for a bit. People love low carb diets because they are great for fat loss, but it can lower thyroid levels (but so will all low calorie diets to a certain extent), as well as lower leptin levels... Hence the reason for cheat meals dually acting as metabolism enhancer, and a pseudo mental break from your diet.
