TRT is a red herring because the issue is underground, unlicensed, unregulated drugs. TRT patients are qualified to donate—and not required to lie on the questionnaire—because they receive regulated pharmaceuticals that are subject to FDA approval and quality control. The same can't be said of underground gear. Guys may convince themselves that UG labs are sanitary because it's convenient, but please don't project that wishful thinking onto innocent people who need blood transfusions. (Have you ever seen any photo of a busted UG lab that would have met FDA standards?) If your hematocrit is high, please get a phlebotomy. It's unethical to use the red cross as a personal laboratory.
