Your not fat, just a bit fluffy. Can you resize these as it's hard to see them when they're so big. What did you weigh last year at this time? My guess is your about 10lbs heavier as you are one of the guys who consistently grows every single year.

I'm not very tech savy, not really sure how to resize pics. Maybe someone else can.

As for the weight thing when I started my prep earlier this year for my show in June I was around 196, but I think I am leaner now and 4lbs up.

I was as heavy as 215 last year but I was very puffy and started having issues from high BP. So I've tried to be "smarter/safer" this year.

Looks good for Off season to me for sure...Whats the diet and cardio like right now to be able to maintain that?
 
No cardio
The diet has been changing/evolving pretty much every other week
Here's what I've have today as an example:
Meal 1
4 whole eggs
3 slices cin raisin Ezekiel bread
Meal 2
8oz extra lean beef
1 cup rice
Meal 3
Intra workout drink
3 scoops anaconda
Meal 4
8oz turkey
1 cup rice
Meal 5
50g whey
10oz almond milk
Meal 6
It will be my cheat meal
A big fat juicy burger!

right click photo open with paint--- on top left resize 25% then resize again 80% then that will make photo size of a post card or a little smaller then click save at the top left.

I agree with your critiques. I think I need to start doing more rack pull/deadlifts and I think my legs might respond better to higher rep ranges
