the laws are driven by the self interest of the legislators, when in law school I did an indepth analysis of the disparity in sentancing between crack vs powdered cocaine, the conclusion of my 40 page paper and hours of research was that powder cocaine is something a wealthier person would be caught with, i.e. legislators son or friend or collegue and the crack cocaine is something that a poor person wtih no contacts to the law making process would be caught with.
The florida law was driven by self interest, if you look at the florida laws/regs on pharmaceutical distribution you will note they have the toughest requirements of any state in this country
