Ok here's what i've found.

GW1516 Increases Muscle Gene Expression
but Not Endurance in Sedentary Mice
To examine whether treatment with PPARd ligands alone can
reprogram the muscle transcriptome and endurance capacity,
we treated wild-type C57Bl/6J age matched cohorts with
vehicle or GW1516 for 4 weeks. QPCR analysis of selective target
genes confirmed that drug treatment induced oxidative
metabolic biomarkers such as uncoupling protein 3 (Ucp3),
muscle carnitine palmitoyl transferase I (mCPT I, Cpt 1b), and
pyruvate dehydrogenase kinase 4 (Pdk4) (Figure 1A). These
changes in gene expression were detected as early as 4 days
after treatment, as well as with drug concentrations ranging
from 2–5 mg/kg/day. Moreover, in all our gene expression studies,
maximal effects of PPARd activation were detected in predominantly
fast-twitch (quadricep and gastrocnemius) but not
slow-twitch (soleus) muscles.

As well there was a long section on, on how GW1516 does not promote endurance without exercise as does Aicar its similar compound. But with combined with exercise research shows similar results to that of Aicar, which is a range of 40-70% increase in endurance, particularly researched in running.
So it short, I believe 2-5 mg/kg daily is the correct dosage. However I have heard that tests have been done at 10mg ED, so as a first time researcher of said compound, I will start at 10mg daily and work up to 1-2mg/kg body weight daily.
As far as side effects go, I have not found any as of yet except in large doses you may find, as in any fat burning agent, high BP, and possibly heart palpitations. So caution is the word for me when research is so new and hard to come by.
