How can I get started doing teen strongman and powerlifting competitions?

Where do you live? Go to nastrongman.com and find a competition with a teen division. You can email to promotor and he will likely let you come try out the lifts on a scheduled day...
 
Find a mentor. You need to learn from someone that knows what they are doing. There is no substitute for core strength so hit your lifts hard. Powerlifting training makes a good base but you must focus on Overhead Press instead of the bench press. Squats, OHP, Deadlifts, Cleans, Snatchs, Rows and variations of these lifts will make up the bulk of your training as a beginner. The most difficult thing to train are the events because the equipment can get expensive. Generally guys train together and share expenses. I don't know your height weight etc but if you don't weigh much eat, eat, eat. As a beginner I would start with 3 days of gym training a week plus train 2 events a week. As you develop GPP you will be able to train harder. If you give me more information about where you live and your training exp. I way be able to help you more.

Good advice here.

If you're really focused on strongman then focus on overhead press and deadlift. You also need a ton of strength endurance. Don't worry yet about gaining access to the strongman implements, you're only 16. For now, develop a base of strength first.
 
Also if you don't have access to equipment, atleast get you a decent sized tire. Add tire in a couple times a week
