Honestly, creatine is creatine is creatine. They're just putting a new paint job on an old product to induce sales. Especially now since prohormones, the ONLY supps to ever give you drug like gains, are gone forever.
This stuff (CEE) is different from regular monohydrate.
The powder is relatively cheap compared to caps but it is hard to get a hold of. I believe the government is trying to cut this one off before it gets too far off the ground
As the other guys have said a certain amount water increases strength protects joints tendons and I never seem to get injuries while holding bit water.
I like to hold some water too. I never seem to have blood pressure problems and I don't bloat too badly, but I am definitely stronger and don't feel the joint aches the next day when I am a little bloated.
