There was actually a federal study done by the US Association of Alternative Medicine done in the early 80's. it supports the idea that body fat accrual was higher in regions compressed by weight belts. The theory is that your body recognizes the area as being covered with fat while the belt is on. When the belt is taken off, the physiological response is to replace that sensation of heat and compression with tissue build up. It's why people in sub Sahara Africa don't accrue fat around their midsection and lower backs, but people in colder climates do.
