making a topical cream from a high alc. liquid

received some of IP's isotrentinoin liquid 100 ml @ %.1 it dries rather fast once on the skin. it does its job pretty well, but i think the alc evaporates it too quick. but id like to convert it into a cream so i could apply on afffected spots w/o it drying up so quick and maybe be absorbed topically that way. would some peg work or dmso? any help would greatly be appreciated.
