Nobody is 100% symmetrical, there can be quite large differences from one side to the other. It's also rare for anyone to have both arms measuring the exact same. Like muscle mass vascularity can also vary to a large degree from one side of the body to the other.

I think it also depends a lot on how much you use each arm and what for. The best example is to look at a blacksmith or a butcher who use their strongest arm for chopping or hammering all day. There is a vast difference from the left to the right, not only in muscle mass but quite often in vascularity too.

My left arm is just a bit smaller by measurement, but looks a lot smaller then the right.

I saw a poll once where everybody measured their arms. The question was "Which arm is bigger?" The choices where, "left", "right" and "the same".

Hardly anybody selected "the same". There was a fair amount of voters too!

Personally I think it's activity based. Legs tend to match in measurement a lot more than arms do, arms tend to be used a lot more independently than legs. I bet if somebody hopped everywhere they would have some very strange leg measurements...
