PO Box-LET ME ASK A RULE-VIOLATING QUESTION, THEN TEACH ME TO READ

I had some shipments seized by customs and wanted to open a PO Box under another name but they require two proofs of ID to open the boxes (PO and UPS). Anyone have any idea to get around this to make international a little more safe?
