I can't say that I really agree that. I mean, if I sit here on my couch and do arm curls with a can of beer for an hour, I wouldn't get the same results as I would doing 2 sets of 6-8 reps using 200 pounds on barbell curl, even though the total weight lifted might be exactly the same.
 
The best rep speeds is quite simple.

Lift too fast and momentum comes into play.

Lift too slow and it greatly hinders your ability to use enough weight to stimulate the deep muscle fibers.

The right speed is a matter of feeling the muscles as you lift with the most possible weight without letting momentum come into play. The speed may vary a little bit from exercise to exercise for most people but the feel should be the same for each muscle group.

BigBoy, you are taking it completely out of context. It has nothing to do with the total amount of weight lifted. It it the time under tension.
 
I always figure lift at what ever speed you can safely and consistently put weight on the bar. I have never seen small weights build big muscles.
 
Whoever believes a slow tempo is the most productive should let Ronnie Coleman know, cause he's been doing it wrong all this time!
