Be honest with yourself.
Come off, do a PCT and re-assess:
1 - what have you been doing (in training). It hasn't worked. Shitty genetics or not, 10 years training plus anabolics will produce more than the numbers you are talking about.
2 - what do you want? If you want muscle, training like you train the average person won't work.
3 - what do you really need to do to get there. Again, food and correct training are the answer. Drugs just help those things.
There is no answer in taking more gear.
If you want to get bigger, do the basics - squat, bench, deadlift, overhead, rows etc. Cut out the assistance.
Cut your training to 3 days a week. On those sessions you should get in a lot of work. Cut out the cardio.
If you're eating like your clients and it's not working, then you - as an individual - just need to do it differently. Eat more, throw in a bit of junk. Do a proper bulk over maybe 3 months. Be honest about your calorific intake. If the scale isn't moving, you are not eating enough. You will probably need to put on some fat, even with drugs, as it sounds like your body doesn't want to grow.
Take some drugs but keep it simple. Don't start adding stuff because you are not where you want to be.
e.g. Over a 3 month bulk
Week 1-3 nothing. Stay clean. Take some pictures, measurements, test your RMs on the big lifts so you can compare later.
Week 4-12 - 500mg testosterone
Week 4-12 - 500mg deca/EQ (I prefer deca personally but it is not that big a deal)
Week 4-7 - 30-50mg dbol/
Only then should you re-assess.
