site specific CATABOLIC substance / mechanism??

i know this sounds contrary to the usual site-specific growth concepts.. but what do you do in the case of trying to get muscles already developed / or over -developed.. to shrink/hypertrophy? Yes i know not training them is one thing.. but in this case its obliques for my GF who is amateur figure/fitness competitor who used to powerlift and developed strong core and these well developed obliques which she wants to shrink to bring her waist in so not as "square".. and she's 5'2 so her height works against her..

of course, we know to develop the upper body/lats/delts to show the V up top, but having that small waist would help a lot and its just the obliques that are the issue..

anybody have an ideas? is there an actual substance (botox i've heard keeps muscles from firing..) we are wondering if there is an actual catabolic substance that's site specific...

outside of that, i guess wrapping the crap out of her waist so they don't fire or stabilize during workouts..

she does use gh and AAS as needed and is bulking up as we speak to build upper back/shoulders and not training her abs as much if barely....

just curious if anyone had any thoughts or if its just one of those things to bring everything else up and be in proportion..
