State championships that dont allow competitors of that state?

Was looking through upcoming contests and noticed the Ohio State championships coming up soon. But when I read more about it apparently you cant be from Ohio. Is this normal for most "State Championships" that they dont allow members of that state to enter? Seems strange, not sure why they would make a rule like that.

there is usually 2 shows
ohio state, great lakes

as far as I knew ohio could enter both, but in no way could a show in a state have only poeple from out of state
there might be 5 total competitors

this is done in penn as well
open and then closed PA

other states as well

I also believe the great lakes portion was cxl a few years ago
so i believe they have an open and ohio only
just changed the name

That seems odd.....when I first started competing state championships were limited to residents only. Over time promoters didn't want to turn anybody away and opened it up to all comers.
