T3 making "my friend" very tired/run down?!?

I thought that T3 was supposed to cause "possible restlessness,anxiety/nervousness,heart palpitations" as if it acted like a stimulant................yet as "my friend" slowly ramped his dose up he is very lethargic/tired/run down?!?Im guessing this could be simply due to him being in a calorie deficit(dieting)?It dosnt happen till he gets up to ,and over 40mcg/day......Its starting to affect him at work a bit.Anyone else get this from T3?

I know the only time I took it I stopped because it made me so dragged out. I was out of breath all the time.
