Why take a risk when you dont have to. This exercise is useless in what you're trying to acomplish. If you dont feel what you're supposed to be working, it aint working. You'll do better off with doing shoulder shrugs.
i do feel it though ...when i use moderate weight for about 12-15 reps it hits my traps with the inner grip like crazy ...and the outter hits my delts ...but shrugs are a main staple for me though ...i only do these every now and then ...

You'll REALLY feel it later if you keep doing these.... in the rotator. I do shrugs for traps. I do a variety... heavy barbell, slightly wider than shoulder width grip, also narrow grip sometimes. You can get a nice high pull with the narrow grip. I even do shrugs seated, sitting out close to the end of a bench, my feet on a low sturdy block to get my thigh parallel to the floor, sit good and straight, and pull the barbell up to the back of my butt/hams. It keeps the movement really strict since the legs are not able to give you the little "kick" on the pull
