Some say it is legal because it is not listed "by name" on the controlled substances list with the other AAS, but that doesn't matter.
The most recent Anabolic Steroid Control Act was written in such a way as to include ALL anabolic steroids, so anyone who uses the argument that it wasn't listed by name is just playing dumb and would lose in a court of law.
Previously, the DEA would simply list steroids by name, but supp companies would just synthesize new ones and sell them as quasi-legal supps. Thus, the DEA was required to continuously update the ASC Act. In order to put a stop to this once and for all the DEA's latest ASC Act was written so that any drug with a steroidal molecular backbone would be included in the ban, whether it was specifically listed by name or not. This makes all current and future steroids illegal to sell according to the ASC Act.
