It would fall under the last steroid control act, wouldn't be legal. And no, this stuff should be injectable. As far as I've heard, you can't take it orally.

It does work dermally as well as bucally to a small degree but parentarally(by injection) best.
If the wanted to make your life miserable and could apply the latest steroid control act, the will get you under the Analogue control laws
which is very broad spectrum.
