It's like anything.. once it becomes too open the gov will smack the hand to let them know it's still illegal.. do they really care? Not much. But they are saying " dont test us".. so bring it down to a whisper lol

Steroids are illegal in Romania. I was told that no one really cares about it unless you are selling on a big scale. How do I know that? The police go to the gym I go too. But you are right, they always want to do something every once in a great while, just to show they are trying to do something. Hell, in California, mostly no one cares either. At the gyms where police go, they know they are doing them, but don't bother. They made personal possession of Steroids now a misdemeanor now in CA. Too many prisons where over packed with people with personal supply of drugs. They let most of them out due to costs. Police are not going to write lengthy reports for someone who will just most likely get fine anyways. Just keep your personal business too yourself and you should be fine.
