Sounds like you need a new doctor those numbers are well below normal.

My levels were low 200 and my doctor didn't even hesitate to put me on HRT.

I had mine checked at age 28 and came back below 200, so I've been on hrt for the last 16 years. That doctor is doing you a disservice based on his biased opinion that testosterone is bad for you. Low test will effect your mood, libido and has negative cardiovascular effects as well as has a negative impact on bone density. Tell him/her to take a hike.
