I believe this is what ben pakulski has started implementing with his newest version of his M140 training, I recall seeing him do this technique with incline curls.
As others have indicated Dante may not have been the first to use "extreme" stretches; however he did popularize them. Additionally, his views came from a more scientific basis (the bird study with weighted stretches) that has actually been supported in humans with a recent study:
the trainers advocating extreme stretching years ago did not have any human studies to back up their theories as none had been done at that time. all they had was their own personnel experiences with it. first you have a theory then the study. then other smart people will use what has been shown to works.
