While androgens do increase HDL turnover, the mechanism by which they do so outpaces synthesis, which leads to a depleted pool. HDL has other benefits besides transport as well, I believe it helps keep vascular tissue pliable via NO.
As an aside, testosterone can be considered "healthier" in this context, as it does aromatize and is thus milder on HDL. Of course we are using it with primo and other AAS, so there is some mitigation.
