I think it all depends on how a person is built. A 5’5 guy in good shape, 17 inch arms will look huge

At my biggest which was one chili dog away from 300lbs they were 21" but wasn't lean at all (by our standard) now they may be 19" but on a 6'3" frame that's not much especially considering I have shitty muscle insertions making a short bicep.
A good friend of mine compete at 198 and is 5'8" with great genetics , his arms are 18" but look WAY bigger.

I think the shorter arms with good bellies will look way bigger than they actually measure.

This is the only pic I have available when I was at my biggest , and that still doesn't look like a "big arm" in my opinion.

Biggest my arms got was 21 and half lean ish without a pump.

they are 20s in my dp no pump but long arms too 6ft 1 and half

Anything over 18 is a big arm
