ive been trying it almost close to vertical, but i know to a certain point its prob not good for the shoulders, but idk, it starts to fell a little out of position but didnt know if there is any such thing as a recomended maximum degree to do them safely

I would not go above 30-45 degrees or you'll be training your deltoids more so then your Pec minor.

I find the best spot for me is the lowest incline possible.

you can do them at 90 degrees up from a flat bench. they are then called dumbbell laterals and they hit your medial delts.

All you really need is about a 10% incline to shift the tension to the upper pec. anything over about 30 is hitting shoulders more than anything. Most inclined benches in gyms fail in my opinion.

For chest.......the lower the incline the better. About 15-20 degrees of incline is fine. Much above that and you lose tension in the chest and it shifts to delts.

AS LOW AS IT WILL GO. The higher you go the more you work your front delts. Its doesnt take much of an incline to hit the upper chest. Maybe 6 to 12" above flat.

Agreed, go with a lower incline. keep your shoulder blades back and focus on contracting the clavicular portion of the pec as much as possible. I find i feel these much better with the constant tension provided by cables, than dumbells

Flyes at any angle

If your heaviest workset on DB bench (at any angle) is 150lb can you use 150lbs DBs for flyes? Answer is no. Secondly, can you progress on flyes like you can on other compound chest exercises without increased chance of injury? Answer is no. Last, since heavy loads produces a denser, bigger muscle, why would one ever do a load-inferior, higher-risk-of-injury exercise?
