Since Proviron converts DHT would it be safe to say this is probably one of the worst orals for the hairline? The use of Propecia would also counter effect the benefits of taking Proviron as well?

No. Proviron does not convert to DHT, but is a DHT derivative and acts on the androgen receptor as such.

Propecia blocks the action of the aromatase enzyme that converts Testosterone to DHT. So no, it won't counter the effects, but it might hinder them by shutting off the bodies natural DHT producing pathways.
