Increasing Free Test Numbers

What is a good optimal range for free test, I have seen one of my friends and it was around 220, which seems very high? Most the time I see numbers around 20-40. I read that 10% of your total test would be a good number for free? Also would it be a good idea to add proviron to bring that number up? Is there a downside to having too high a number on free test?
