High or very low estrogen can both cause depression.
It depends also from the androgen levels.

Any opinions on when running a Test cycle to add in some anti estrogen while on the cycle? I like to finish and jump on some clomid or nolvadex but how about mid cycle?

I am very prone to depression and anxiety when my E2 is low or high. I figured out my liver has a hard time processing estrogen metabolites. I use DIM and calcium d glucorate daily to manage the metabolite processing on my TRT. It's a pain in the ass because because it's not standardized dosing and someday I need more or less. If I'm off and use too much I get depressed and anxious. Anyhow, the answer is yes.
