I have a year old PC - Its a HP Envy 20 Touchsmart with Windows 8.

I have Norton Antivirus. Both the Explorer and Chrome Browsers are bombarded with pop-ups and extra screens popping up.

Is there something a neophyte like me can do, or do I need to take it in to a repair place.

First of all Get rid of Norton, its useless. Use kaspersky instead.
Install a firewall or complete internet security suit and only allow those files to connect to internet which you know about.
 
You may have malware running from your browser. A good place to start is to see what programs are running or what add-ons are installed. Disable ones you're not sure of or ones you don't need. They will only slow your browsing down anyways.

Check your network lan settings under your browsers options. You SHOULD have it set to "auto detect proxy settings for this network".

If you're using IE, click gear/internet options/connections/lan settings and make sure automatically detect settings.

If it's set to use automatic configuration script instead, you've probably got malware running from this to direct you to specific information on the net when you search or view websites.

Use ad block plus...it's a great tool for blocking ads for mozilla: https://addons.mozilla.org/en-US/firefox/addon/adblock-plus/

Before just using an add blocking program, you need to find out whether you've got malware running.
