If you are interested in NPC - National Physique Committee then you can go to their website: http://www.npcnewsonline.com/ NPC is a pretty well known federation, there are others.

Bbing classes are distinguished by weight; fitness and figure are distinguished by height. Figure is basically fitness without a routine. You do quarter-turns in one and two piece suits. For bbing you do mandatory bbing poses.
As far as getting started I think you need to determine which category you would like to give a shot. Your question was pretty broad so I hope this information helps.
For starters, it's always good to go to a couple of competitions first. This will give you an idea of what you want to compete in... figure, fitness, bodybuilding. It also gives you an idea of what a competition is about.
Then decide which federation you would like to compete in. You can check out their sites and competition schedules. Once you have a competition and the date, you go from there. The training, diet and other details for contest prep will start falling into place. It helps if you can find someone to help you advise you on training and diet who has competed before.
