I think ON is a good manufacturer of inexpensive supplaments, but really, I've never noticed a difference in protein powders from the best/most expensive to the worst/cheapest. They seem to work about the same and taste and digest about the same to me. I contacted Body Fortress awhile ago because they are so cheap, to see what they would say about quality,etc. and for what it's worth here is the response:

We require all of our protein suppliers to provide us with confirmation of the absence of melamine in their products. Body Fortress products utilize high quality raw materials, the source of which come from all over the world. However, the products are manufactured in the United States. Please be assured that the health and safety of our customers is of great importance to us. Our Quality Control and Quality Assurance programs are internally and independently audited to ensure top quality products and that our performance measures are continually met. Our Quality Assurance professionals monitor manufacturing and packaging processes to ensure product integrity, purity and accuracy of contents. Our Quality Control laboratory employs degreed and qualified chemists who test our raw materials and finished products to ensure that they meet our stringent specifications for consistency and quality of product. We endeavor to conform to the United States Pharmacopeia/National Formulary (USP/NF) requirements, which are industry standard for purity and testing. If a USP/NF procedure does not exist for a product, other published referenced works are consulted, such as the European Pharmacopeia, etc. Our products are subject to rigorous testing before, during and after manufacture, including analysis by High Performance Liquid Chromatography, Gas Chromatographs, Fourier Transform Infrared Spectroscopy, Thin Layer Chromatography, Ultraviolet/ Spectrophotometry, wet analysis and Near Infrared Spectrophotometry.
Body Fortress is committed to keeping our valued customers informed about the dietary supplements they use as part of their nutritional regimen. We follow the labeling guidelines as stated in the Dietary Supplement and Health Education Act (DSHEA) of 1994 and as described in the code of Federal Regulations (21CFR101.36.). All of our product labels list the nutrients and amounts in the "Supplement Facts" or "Nutrition Facts" box found on each label.

I imagine that with the visibility and volume of sales, they can produce a decent whey protein a little cheaper than some smaller niche companies. Think about how many Body Fortress protein powder displays there must be in super stores around the country and how much they must sell.
