well, gh really isnt anabolic unless you add insulin, but thats a big step and its really up to you if you want to pursue that.
Hypothetically, if someone were on a low dose TC, and decided to add in 2iu hGH/day for health benefits, is insulin needed at this dose? What if the person was on a low-carb diet trying to control their insulin level?

I tried using gh(from 2.5iu to 10iu/day) while "off", and was very dissappointed with the results. I tried all different protocols for the past 7 months after finding out i was hypogonadic, but none worked. Finally i decided to go on hrt and have noticed significant gains after only 6 weeks at 100mg/week. From my experience $10 worth of test has given me better results than $3500 worth of gh.
If you were expecting big gains from gh within a short period of time, then you're going to be disappointed. However, if you incorporate slin and run some test with gh(high dose), then that's a different story.

Also, 7 months is a decent amount of time. And this gentleman said he is going to be "clean" while running the gh.

I'm surprised. Many people respond well to test+gh+slin. Maybe your not one of them.
I didn't run test+gh+slin. I ran gh+slin. My natural test was ranging from 160-280(reference range 400-1100). I suspect this is why it was not effective for me. Once a started a mere 100mg/week of test + 4iu gh my strength went way up. So I say test is a must.
