Holding water can be a sign of heart failure. It can also be a sign that you’re running deca. Without more info it’s impossible to tell. Likely just holding fluid because it’s hot and you’re not well hydrated

How long does the indentation stay in your shin when you press on it? Leaning up against something for a given period of time will leave an indention on your lower legs, simply pressing your finger into your skin should not. Even areas of your body that hold some water should be bouncy in their response to somthing like a finger push. So when you push on your shin the skin does not bounce immediately back it just stays fully indented?
Also, I would not jump the gun and assume heart failure as was suggested by others, heart failure is usually never diagnosed by the amount of water you are holding in your legs. Heart failure will present many noticable negative side effects on your body and the way that you feel. Someone also mentioned estrogen, this is a huge factor in water weight held in the legs, ask any middle aged woman and they will tell you all about it. Another explanation for water in your legs could be something as simple as sitting at a desk all day. You will need to elaborate more on this indentation before anyone will be able to give you a decent response (including everything that I just said).
Am thinking it’s a dehydration issue as when it happens I usually also get cramps too . I work 12 hour shifts and often stand on hard floors all day and if busy don’t always get time to drink my gallon of water there’s days I might not get none
