OFF TOPIC: how to clear up phone cam pics online

guys, what's the best way to sharpen up and brighten, blurry and low pixelation dig phone cam pics? i'm talkin ones that are sent to someone over email, so i don't have access to the phone cam.

The image is only going to be as good as what originally took it. You can't create a higher resolution image from a lower res one. Despite what CSI/etc shows on TV.

You can accentuate/supress aspects of the data available, but you can't create data that wasn't there originally.
