Can someone please help with out of sync language subs in program

I have used many programs so far with displaying different language subtitles with movie files and the subs seem to be 5- 10 seconds off . When taking it to a computer shop I was told by one of the shop owners he spent 4 hours trying to add subs to files from a guy who is a DJ and no luck , so I'm thinking is it this difficult ? I was using subtitle workshop for the subs that displays the subs written out underneath properly underneath the video , but out of sync when watching the movie .
