The topic of actual gene doping is interesting, yes, but most things mentioned in the article do not constitute as gene doping, thanks to the neverending ignorance of reporters on subjects they bring to the public eye.
Things mentioned like IGF, synthetic protein, myostatin blockers, etc. have absolutely nothing to do with alteration of one's genome. They're just drugs that behave in the same normal sense that all others do. Even AICAR, which actually changes the composition of muscle tissue from fast-twitch to slow-twitch (hence, an endurance rather than a strength drug), doesn't appear to be anything more than just another drug. It seems to have nothing to do with actual alteration of DNA.
The actual subject of gene alteration, though, is very interesting. A technology very much in its infancy, but with potentially enormous leaps in what we can achieve medically.
