Dry carbs vs "wet carbs"

Just planning things out for last week, 8 weeks out as of tommorow. Anyhow my take it this:

Dry carbs: White potato's/red potato's, sweet pot. I would consider a wet carb : rice/oatmeal/cream of wheat? Am i on right track with this? I say rice/oatmeal are wet becauses how they are cooked vs baking a potato?
 
I would like hear the answer also. What you said makes sense but I've also been told it's any carb that makes "you" hold water.

I don't cook my oatmeal - put boiling water on it then let it sit a few minutes. But it's still adding water.

I usually use Yams a my carb staple for precontest - not saying that's the best, just what I've done.

Come on??

Xcel, ya i do samething with oats, with tablespoon on honey or sugar free jam or molasis(sp). I drop weight better with rice, but fill out better with potato's, so kinda answering my own question but still interested in some feedback
