I had a customer tell me that they are requiring verification of his account to load Western Union payments of his.

NEW SECURITY MEASURES. They will be implemented JULY 31, 2006
Since there is no up front ID requirement, the bank’s security
department is implementing the following anti-fraud system starting
next week. The IP address mismatch is the only concern I have at
the moment and I am looking for further clarification on it,
since obviously people travel, but until then cardholders need to be aware of the following items when they activate their cards to ensure that there are no problems to cause the suspension of their cards later on down the line (note that cardholders can hold up to 2 cards in their name):
This system will provide the necessary tools to identify fraudulent
or illegitimate information within the Cardholder database and will
enable Merchants to take a proactive approach when addressing
illegitimate or High Risk cardholder information.
The newSystem will identify High Risk cardholders upon log-in and place the card account in an automatic suspended status as a security precaution.
At this point the Merchant will receive email notification with
reference to the Cardholder Risk Factors. Risk Factors will be as
follows:
Banned Country: Cardholders are listed in a Blacklisted
Jurisdiction. Blacklisted Jurisdictions: Nigeria, North Korea Iran,
Syria, Libya, Sudan, Myanmar (Burma) and Cuba
Country Mismatch: The country of cardholders' login IP address
conflicts with cardholders Country listed in their profile.
IP Distance from Cardholder's Address: The distance between
cardholders' login IP address in comparison to cardholders actual
address listed in their profile.
High Risk E-mail: Cardholders E-mail address has been identified on
a Fraud database of known email addresses.
Open and/or Anonymous Proxy: Cardholders cannot use an open or
anonymous proxy to access the Cardholder Interface. (An open proxy
is a proxy server which is accessible by any Internet user. An
Anonymous Proxy a server that functions as a relay between the user
and a destination Web site).
The implementation date for the above mentioned system changes is JULY 31, 2006
SO THERE YOU HAVE IT.
If you see no way of getting around these measures with your current account information, then new cards are available for current cardholders for $50. I cannot advise you in setting up anything fraudulent so please don't ask.
I will not be selling these cards to board members until we figure out whether this is the straw that broke the camels back.
