PCT and Winny

I have read several places tha PCT is not needed with Winny alone. I have also known people to do this. So lets have the debate here. To throw in a little fun with this talk of short cycles do you think you could run Winny or any others as a short cycle without PCT?

Flat out no always run a pct no matter what you run.
