That sounds illegal to me if there is no product or service to buy or anything to sell then it is illegal sorry to say but that the facts. Or if there is a large sum of money required to start that you don't get any thing for it is illegal. Or if you have to buy a large amount of product to get started that you would be lucky to sell is also illegal.
All I can say is know what you are doing and know the fact and the people running the company. The best network marketing businesses are word of mouth business not ones that are advertised.
