I dont train the obliques because I dont wanna have a big waist, my bone structure is good, not the best but I have wide shoulders and average/small waist, and my question is, how can I keep my waist small and burn that lower back fat

Dont worry dude, its not gonna grow unless you get fat...
Hgh also can extend your gut. But not the waist really. Your intestinals may grow on it maybe...

Diet and loose the fat. Will get you smaller waist size.
Burn the lower back fat? I'd say you have to burn fat allover until that fat is gone also..

Back fat / love handles are usually the first to get fat and the last to lose it. For men, this is where we carry fat, it's genetic. We all have the same problem area.

Be mindful of your diet and do cardio 4-5 days a week. Don't be discouraged if doesn't go away immediately. Love handles are usually the last to go.

Specifically hitting individual spots for weight lose was debunked years and years ago.
 
I struggle with back fat and on the sides. Sometimes my abs are showing but my side fat doesn’t go away. It’s really annoying..
 
Genetics man... some people waist blow up when theyre in offseasonbut when you diet down it will come back down!
 
Do you have a target goal for your waist size? Do you know about the Adonis index? It just means the ratio of the circumference of your shoulders should be 1.6xs your waist. I’ve found that just having a goal or target helps me magically get there. “What gets measured gets improved” and all that
 
Just like everyone said, diet and cardio are the main factors, some peptides or hgh might affect that but on the very long run
