for 18 you have a very good head start. BF wise 13ish. I would say chest needs a lil work. Your lower body looks big u need just to work on separation.

arms only?? bro, you are in good shape a good start for 18...your back is narrow, shoulders are small, and chest needs work too...thats if you are talking about an older dude wanting the full package..but you are 18...it gonna take real work on all these body parts, not just your arms..dont think that ur arms are behind the rest of your upper and you need to do all that crap to build them...patience and hard work, constant good diet
Arms come with age for some weird reason. Its very common for guys in their 20's to suffer from small arm syndrom but for some reason when you hit your 30's they grow more. I got 3 more years till 30. Hopefully the bro knowledge on this is true.
dont worry about bodyfat right now. i know you never said you were competing but even the ones who do compete dont worrry about bf%, at least i dont
i just diet, do cardio, train hard and let the mirror be the judge. since you asked, i will guess 15% bf is what i would say. so again, just clean up the diet and cardio and you should lean up quite well
as for what you need to work on. i would say your legs are your strongest point, you are lucky, usually its the other way around. bring up your entire upper to match the legs. arms and chest are what stands out to me as to what you need to work on the most
