It depends how many grams of protein you want from your portion. I always weigh after, but I weigh in grams instead of oz. There are a bunch of good site for figuring out your macros, I use nutritiondata.com, bodybuilding.com, and sometimes caloricount.com

I always measure mine uncooked and then cook it. Because when you cut it uncooked, u can used it again and cook it. But when you cook it and then cut it and weigh it, what if u dont need the rest of it and put it in the fridge. Better to cook it fresh otherwise it taste like rubber. It really doesnt matter how u weigh it when it is cooked or not cooked. From a Chef point of view I would weigh it raw and then cooked it. You work out what's best for you.
i always figured that whether cooked or uncooked the protein amount will be the same. I always weigh raw in meat so cooking usually makes it weigh less. correct me if I'm wrong.
