since the 3rd octet on this address keeps changing, he has a DHCP server within his ISP, and his IP lease keeps going out so by the time he makes a new name and comes on PM this address will change, but Big A watch out for the first 2 octets (numbers) those will not change, I can tell from the pattern its a class B ip address and the first 2 digits are in stone so I would ban anything from this IP address. or atlest anything from 210.246.1-90.x.

I have a program that locates where a PC is based on their IP addresses also if you think you could ever use it pm me.
