There is no "best" unfortunately. So much depends on your goals, your starting health, your size. Even if its for "heart health" it stll depends on your starting points and stats. For many, light cardio, reducing weight and its effects at reducing blood pressure and cholesterol will produce great "heart health". For people already with lean body weight, good blood lipid profiles, it may mean interval training at higher intensities to get the heart stronger. I think shortening the "recovery" after strenous activity was the best judge of heart fitness for me until recently.
I will say this, more and more studies are showing that higher intensity cardio yields better results. With that said, I now typically just stay in the "fat burning" zone for my age.
A lot also depends on your size. I walked around at 280 for several years, then 265 for way too many years, and now probably 245 needing to be 215. At the heavier weights, intense cardio was much tougher. I was regulated to recumbant bike, as running was too tough on joints. I still have a hip replacement coming in the next year or so.
I typially do 30 minutes, 4mph, 15% incline daily.
