Help with stubborn Abs

I started doing cardio march 1st to try to get lean by may 1st, when I say lean I mean single digit BF numbers/.. I am 5’9 230. My body fat is at 12.9% (taken March 1st by calipers). I am getting leaner I can feel it. I will have my BF taken again April 1st. I have one question; no one has been able to answer for me.
I am real lean now. I can see veins in my forearms and biceps. And I can see striations in my pecs and the outline of my abs. But my abs ALWAYS comes last now matter how lean I get and not a 6 pack, the best I ever had was 4. I only sore fat in the front of my stomach with more of it in the lower abs. It never goes away. Also I have a slight extended stomach. When relaxed it kind of bulges out but when flexed it is solid. I am not comfortable with that, people tend to notice and comment on it. I have done AS in the past but have not been on since July. Could that be the cause? If so how can I reverse or fix it?My main goal is to bring my waist down from 36” to less than 33” and to fix that extended look.<-------number #1 thing I want to change.
How would I go about doing that? Suggestions?
Again my body is weird even when I am below 10% BF my abs do not come in good at all. This summer I would really like to finally have a 6 pack.
Even not when I flex my abs you can see them alittle but I don't want to see them alittle I want them to really stand out. Relaxed they look like crap.

Cardio wise I do a bunch of different thgings to mix it up, jump rope, hit the heavy bag, sprints, run distance on the tredmill, use the cross trainer.
 
Try taking the BF test dunking under water, a more accurate way of doing it. have you used GH before? also men store most fat in their gut, i do. it comes off last, it is normal. but it does get smaller. also, do you eat until you're full? if you are, then that will distend your stomach, eating like a pre-contest bodybuilder will keep your gut small. also, are you sure you were under 10% BF or just guessing? 10% is pretty lean, was your stomach distended at that BF?

i have veins on my forearms and biceps as well as a 30" waist but i dont consider myself lean yet. so when i do go down in BF, my vascularity will show greatly and even at 13-14% BF my stomach is only slightly distended. i am about to start dieting again this time doing cardio religiously and my goal is a legit single digit BF.
 
Funny you say that, I always eat until I am full. Always. So there is hope? It wil go down? NEver did GH before, I would, can't afford it.
Yes I am about 90% sure I was under 10% BF.
I think I wil try not eating until I am full for a fee weeks se if that makes a difference.
 
You sound like 99% of us, which INCLUDES ME! Only mine tends to hang around the sides and lower back.

The FIRST PLACE your body puts fat on (for males) is the mid section. The LAST PLACE to lose is in the midsection! Of couse this only means you get that musch more ripped on your arms and legs when you lose it there.

Try not eating ANY carbs after 6:00 PM (or earlier). I don't consider/count green veggies in that category.
